**NEW DELHI —** Tahawwur Rana, a key figure in the 2008 Mumbai terror attacks that killed 166 people, is expected to arrive in India tomorrow on a special plane. His extradition from the US, following the exhaustion of his legal appeals, marks a significant development in the ongoing investigation. Rana will be presented before a Delhi court in connection with the National Investigation Agency’s (NIA) conspiracy case related to the attacks.
While Rana’s appearance in a Delhi court is imminent, sources indicate that Mumbai police have yet to receive official notification regarding his transfer to the city, where he also faces charges related to the attacks.
Rana, 64, a Pakistani national who later resided in Canada, is alleged to have provided logistical and financial support to David Headley, another key conspirator in the Mumbai attacks. The NIA chargesheet details Rana’s involvement, including assisting Headley in establishing a front company in Mumbai and making trips to India, allegedly as part of the conspiracy. He faces serious charges, including criminal conspiracy, waging war against the government of India, murder, forgery, and violations of the Unlawful Activities (Prevention) Act.
Unlike Headley, who pleaded guilty and received a 35-year sentence in a US prison, Rana fought extradition. According to US officials, this lack of cooperation differentiated his case, preventing a similar plea agreement that would have precluded extradition to India. Headley’s cooperation with US authorities, unlike Rana’s, meant he would not be extradited.
Rana’s health, reportedly including abdominal aortic aneurysm, Parkinson’s disease, and a possible bladder cancer, has been a factor in his legal battles. The NIA chargesheet also implicates Lashkar-e-Taiba founders Hafiz Saeed and Zaki-ur-Rehman Lakhvi in the conspiracy. Seven of the nine accused remain in Pakistan. The impending trial represents a significant step toward bringing those responsible for the horrific 26/11 attacks to justice.
