**Gurugram, April 7, 2025** – The Haryana State Education Board (HSEB) has reported a significant decrease in unfair means cases (UMCs) during the recently concluded Class X and XII examinations. Despite a turbulent start with question paper leaks and widespread attempts at cheating on the first day, the board claims this year’s exams were the “cleanest” in recent years.
Only 599 UMCs were registered in 2025, a drastic reduction compared to 918 in 2024, 1,813 in 2023, and 3,570 in 2022. The number of exam centers cancelled also dropped from 64 in 2022 to just 10 this year.
HSEB Secretary Munish Nagpal, appointed in March amid concerns over rampant cheating, attributed the improvement to several stringent measures implemented by the government. These included the suspension of police personnel, the deployment of 226 flying squads, and disciplinary action against 135 individuals, including invigilators and center superintendents. Sixteen FIRs were also filed against 74 individuals. The board also deployed 588 observers at sensitive centers and a nodal officer in each district.
However, the district of Nuh reported the highest number of UMCs (249), almost half the state’s total. Other districts with high UMC counts include Palwal (62), Charkhi Dadri (39), and Bhiwani (38). In contrast, districts in North Haryana along NH-44, such as Ambala and Karnal, reported minimal or no cheating incidents.
Over five lakh students appeared for the exams at 1,434 centers across the state. While the significant drop in UMCs is a positive development, the initial widespread cheating attempts highlight the ongoing need for robust anti-cheating measures in the state’s education system.
