**DETROIT, MI** – The NFL has rejected a proposal by the Detroit Lions to eliminate automatic first downs awarded for defensive holding and illegal contact penalties. The rule change, which failed to garner enough votes at the NFL owners meetings, would have replaced the automatic first down with a five-yard penalty and a replay of the down.
Lions coach Dan Campbell argued that the current rule disproportionately impacts teams in long-yardage situations, citing instances where penalties were called after the ball had already advanced significantly downfield. He felt this resulted in unfair outcomes.
However, the proposal faced opposition from other teams, including the Buffalo Bills. General Manager Brandon Beane voiced concerns about potential unintended consequences, suggesting that coaches might encourage more holding in critical third-down situations knowing the penalty would be less severe.
While the Lions also proposed changes to NFL playoff seeding and the 90-man roster limit, these proposals were also unsuccessful. The playoff seeding proposal was tabled for future discussion, while the roster adjustment proposal was also tabled pending amendments. The NFL announced none of the three Lions’ proposed rule changes were approved this time.
