**Cairo, April 1, 2025** – Israel’s sweeping evacuation order for southern Gaza, including the city of Rafah, has triggered a global outcry and a call to arms from Hamas. The order, issued on March 31st, demands the displacement of thousands of Palestinians, prompting scenes of chaotic evacuations as residents flee with minimal belongings.
The Israeli military cited the need to eliminate terrorist capabilities as the reason for the order, which follows the resumption of intense bombing and a ground offensive in Gaza on March 18th. This renewed offensive has resulted in at least 1,001 deaths in Gaza, according to the Hamas-run health ministry, and has exacerbated an already devastating humanitarian crisis.
The evacuation plan, reminiscent of a proposal initially floated by former U.S. President Donald Trump, has been condemned internationally. Hamas spokesperson Sami Abu Zuhri issued a statement urging supporters worldwide to take up arms against the “sinister plan” combining massacres and starvation. The UN agency for Palestinian refugees (UNRWA) chief, Philippe Lazzarini, described the situation as Palestinians being treated “like pinballs” with their lives constantly at risk.
While Israeli Prime Minister Benjamin Netanyahu claims the plan is for “voluntary migration,” and that Israel aims to ensure Gaza’s security after the conflict, Hamas views the plan as a direct threat to its existence. The group, while having previously expressed willingness to relinquish Gaza’s administration, insists that its weapons are non-negotiable.
This latest escalation follows weeks of intense fighting, sparked by Hamas’ October 7th, 2023 attack on Israel, which resulted in 1,218 Israeli deaths according to AFP. Israel’s retaliatory actions have resulted in the deaths of at least 50,357 Palestinians in Gaza, the majority civilians. Arab nations have proposed an alternative plan for Gaza’s rebuilding without population displacement, to be managed by the Palestinian Authority. However, the current situation indicates a far cry from such a peaceful resolution.
