**Chennai, March 30, 2025** – The Madras High Court has ruled in favor of the South Indian Movies Dummy Effects Association, ordering the Greater Chennai City Police Commissioner to issue certificates and identity cards for its members. These documents will allow members to transport dummy weapons for film shoots without hindrance.
The court overturned a December 2024 order by the Commissioner of Police, who had refused to issue the documentation, citing the Arms Act of 1959. Justice G.K. Ilanthiraiyan disagreed, stating that the Act’s definition of “arms” excludes items solely designed as toys or incapable of being converted into functional weapons. The judge referenced a similar 1999 Bombay High Court ruling.
The association initially filed a writ petition in 2021 after police seized dummy weapons from a film set. Following a 2022 court directive to consider the association’s request, the police inspected and numbered over 1,800 dummy firearms. However, a subsequent request for certificates and ID cards was denied, prompting the current legal challenge.
Justice Ilanthiraiyan ordered the Commissioner to issue the necessary documents within twelve weeks. This decision is expected to significantly streamline the process for transporting dummy weapons used in the Tamil film industry.
