**New Delhi, March 29, 2025** – Tiruchi Lok Sabha MP Durai Vaiko has called on the Central government to amend procurement restrictions impacting Bharat Heavy Electricals Limited (BHEL) and other Central Public Sector Enterprises (CPSEs). In a memorandum submitted to Union Finance Minister Nirmala Sitharaman and Minister for Heavy Industries and Steel H.D. Kumaraswamy, Vaiko highlighted that Rule 144 (XI) of the General Financial Rules (GFR) 2017 and the Public Procurement Order 2020 restrict CPSEs from procuring materials from bordering countries.
While BHEL recently secured substantial orders worth ₹1.5 lakh crore, these restrictions hinder its ability to source competitively priced materials from countries like China, forcing it to seek more expensive alternatives from the European Union. This, Vaiko argued, creates an uneven playing field compared to private companies not subject to the same restrictions.
The MP estimated that these restrictions could cost BHEL ₹5,000 crore to ₹6,000 crore, potentially impacting its financial stability and its 40,000 employees. He urged the government to immediately remove the restrictions to ensure fair competition for BHEL and other CPSEs.
