**New York, March 26, 2025** – A new U.S. intelligence report has identified India and China as key suppliers of precursor chemicals and equipment used in the production of illicit fentanyl, the potent opioid responsible for over 52,000 U.S. deaths in the past year. The 2025 Annual Threat Assessment, released Tuesday, points to China as the primary source of these materials, followed by India.

The report, compiled by the U.S. Intelligence Community, highlights the ongoing threat posed by transnational criminal organizations (TCOs), particularly Mexican cartels like the Sinaloa and Jalisco New Generation cartels, who are the main distributors of fentanyl in the U.S. market. However, the report emphasizes that these cartels rely on state actors, including China and India, for the necessary resources.

The assessment comes amidst increased U.S. efforts to combat the fentanyl crisis. Last week, charges were filed against an India-based chemical manufacturing company and three of its executives for illegally importing fentanyl precursor chemicals. Additionally, two top employees of a Hyderabad-based company were arrested in New York City earlier this month.

Beyond the fentanyl crisis, the report also addresses threats from transnational Islamic extremists, noting the continued danger posed by ISIS and its affiliates, as well as concerns about groups like Tehrik-e-Taliban Pakistan (TTP) and Lashkar-e-Tayyiba due to their potential for future attacks. The report highlights TTP’s focus on Pakistan but notes concerns about its capabilities and past links to al-Qaeda. Anti-India groups, including Lashkar-e-Tayyiba, are also cited as a concern due to their historical ties to al-Qaeda.
