**Paris, March 27, 2025** – French President Emmanuel Macron announced plans for a European-led armed force to deploy in Ukraine following a potential ceasefire with Russia. This force, discussed at a Paris summit attended by 30 nations, would not be deployed on the front lines but in strategic locations to deter further Russian aggression.
Speaking after a meeting with Ukrainian President Volodymyr Zelenskyy, Macron emphasized the force’s preventative role. He stated that if Russia were to launch another attack, the European force would respond. The deployment, he explained, is a “pacifist approach,” aiming to dissuade Russia, not engage in direct combat.
The proposed force, which could number between 10,000 and 30,000 troops according to British officials, would also provide military training for Ukrainian forces. However, the notable absence from the summit is the United States. The Trump administration, through special envoy Steve Witkoff, has expressed skepticism about the plan. This contrasts with the European view, which sees the plan as necessary to counter Russian President Vladimir Putin, given Russia’s past actions in Ukraine. The European Union is also pursuing a strategy to bolster Ukraine’s defenses independently. Britain has pledged continued military support regardless of the peace talks’ outcome.
