RIYADH/WASHINGTON, D.C. — The United States and Russia are poised to release a joint statement Tuesday morning outlining a potential ceasefire agreement for the Black Sea, sources familiar with the matter told CBS News. The statement, following talks in Saudi Arabia, is expected to be released at 4 a.m. EDT in Washington and 11 a.m. in Moscow.

While details remain scarce, sources indicate the U.S. delegation is optimistic. Ukrainian officials have also been briefed on the discussions. Further talks between Ukrainian and U.S. officials are reportedly ongoing in Riyadh.

A Russian negotiator, Grigory Karasin, described the 12-hour negotiations as “intense” but “useful,” indicating a willingness to continue dialogue with the U.S. and involve the UN and other nations.

The potential agreement aims to restore maritime shipping in the Black Sea, similar to a previous UN-brokered deal that collapsed in 2023. This would allow for the export of grain and other essential goods.

The U.S. delegation includes State Department official Michael Anton and White House National Security Council member Andrew Peek. National Security Advisor Mike Waltz confirmed that an aerial ceasefire is already in effect, with a maritime ceasefire and eventual negotiations on a broader peace agreement to follow.

Despite ongoing talks, both Ukraine and Russia continue to engage in military actions against each other.
