**OTTAWA** – Canada’s intelligence agency, the Canadian Security Intelligence Service (CSIS), has accused India, Pakistan, China, and Russia of potentially interfering in the upcoming April 28 general election. Deputy Director of Operations Vanessa Lloyd revealed these allegations at a press conference Monday.

Lloyd stated that Pakistan could conduct foreign interference activities to counter India’s growing global influence and promote its own political and economic stability. India, according to Lloyd, also possesses the intent and capability to interfere in Canadian communities and democratic processes to assert its geopolitical influence, targeting specific electoral districts in previous elections. These accusations echo similar allegations made last year, which India vehemently denied.

The CSIS also pointed to previous instances of alleged interference. A report revealed that in 2021, India allegedly targeted districts with Indian-origin voters sympathetic to the Khalistani movement or pro-Pakistan stances, potentially using illicit financial support for favored candidates. Pakistan is accused of attempting covert influence at the federal level before the 2019 election.

Furthermore, CSIS highlighted the likelihood of interference from China and Russia. Lloyd stated that China is highly likely to utilize AI-enabled tools and social media to promote favorable narratives and target Chinese communities in Canada. Russia, she added, may use online networks to spread Kremlin propaganda and manipulate information.

These new allegations come amid already strained relations between Canada and India, following accusations by former Prime Minister Justin Trudeau regarding India’s involvement in the killing of a Khalistani terrorist. India dismissed these accusations as absurd. The current accusations have yet to receive a response from the governments of India, Pakistan, China, or Russia. The Canadian government is taking these potential threats seriously and is actively working to safeguard the integrity of its electoral process.
