**GOA, March 22, 2025** – India marked a significant milestone in its naval self-reliance today with the launch of the second Krivak-class stealth frigate under construction at the Goa Shipyard Limited (GSL). The launch, attended by Minister of State for Defence Sanjay Seth, represents the culmination of a technology transfer agreement with Russia.
This frigate is the second of two being built at GSL under a $500 million deal signed in 2018. The agreement, part of a larger $1 billion contract for four frigates (two imported directly from Russia, two built in India), includes material, design, and specialist assistance from Rosoboronexport. The first domestically-built frigate was launched last year. GSL is on track to deliver the first ship to the Indian Navy in 2026, followed by the second six months later.
The engines for all four frigates are supplied by Zorya Nashproekt of Ukraine. The first of the two Russian-built frigates, INS Tushil, was commissioned in December 2024 and has since arrived in India. The second, INS Tamal, is undergoing trials and is expected to be commissioned in June. This will be the last warship commissioned outside India. The GSL-built frigate is expected to be the last warship built under license from a foreign country, reflecting India’s growing capability in indigenous warship design and construction.
The Indian Navy, which established a Directorate of Naval Design in 1970, currently has over 60 warships under construction in Indian shipyards, highlighting the nation’s progress towards becoming a major naval power.
