**New Delhi, March 20, 2025** – With global divisions widening on climate action and the US withdrawal from the Paris Agreement exacerbating the climate crisis, the President-Designate of the upcoming COP30 climate talks in Belem, Brazil, Andre Lago, emphasized the growing importance of developing nations like India and Brazil in shaping the climate change narrative.
In a press conference Thursday, Lago, a former Brazilian ambassador to India, acknowledged the challenges posed by the US withdrawal but highlighted continued commitment at the state and economic levels within the country. He stressed the need for a multi-pronged approach, moving beyond the UN Framework Convention on Climate Change to involve institutions like the World Bank and IMF, integrating climate action into daily life.
Lago pointed to a shift in perspective regarding adaptation versus mitigation efforts. While funding for adaptation, crucial for developing nations, has historically lagged behind mitigation efforts, the link between adaptation and managing climate-induced migration is now gaining traction, making it a more attractive investment for donor countries.
He further highlighted the shortfall in climate finance. Developed nations pledged only $300 billion annually by 2035 at COP29, far short of the $1.3 trillion deemed necessary. Lago stressed the need to expand financing mechanisms to address “loss and damage” suffered by nations whose development is compromised by climate change. COP30, he indicated, would focus on progress in finance and other critical areas.
