**AMSTERDAM** – A last-minute reprieve has been granted to owners of Euro 6 diesel vans in the Netherlands. Following negotiations with 14 municipalities that implemented Zero-Emission Zones (ZE-zones) on January 1st, 2025, the government has agreed to extend the grace period for these vehicles by one year. This means Euro 6 vans first registered before January 1st, 2025, will now be allowed access until January 1st, 2029. This affects approximately 46% of all vans.
The decision, driven largely by lobbying from the PVV party, comes after initial controversy surrounding the rapid implementation of ZE-zones. While the extension seemingly appeases concerns from businesses, it requires a new amendment to existing legislation and the final approval from Parliament remains uncertain.
The fine-free period for violations has also been extended by two months, from May 1st to July 1st, 2025. Municipalities retain the authority to implement even longer grace periods if deemed necessary.
The government states that this agreement, reached between municipalities, industry organizations, and the State Secretary for Infrastructure and Water Management, ensures clarity and continuity for businesses. However, the compromise has been met with some criticism, highlighting the ongoing tension between environmental goals and the needs of businesses. The government will now monitor the impact of the ZE-zones. Existing agreements between stakeholders will also need to be updated to reflect these changes.
