**New Delhi, March 18, 2025** – The Municipal Corporation of Delhi (MCD) House descended into chaos on Monday as the ruling Aam Aadmi Party (AAP) and the opposition Bharatiya Janata Party (BJP) clashed over a demand for a floor test. The BJP, claiming AAP has lost its majority, accused the ruling party of undermining the House’s dignity and neglecting development work.
The pandemonium erupted immediately after the proceedings began, with both parties engaging in sloganeering. BJP councillors escalated the situation by tearing up agenda papers and climbing onto tables.
The dispute stems from a near-equal split in the 238-member House. While AAP initially won 134 seats in the 2022 civic polls and the BJP secured 104, defections from AAP and the February 5 Delhi Assembly elections, which saw several councillors become legislators, have left both parties with 115 councillors each. Eight councillors represent the Congress.
Unlike the situation in the state legislature, the anti-defection law does not apply to the MCD. Leader of the Opposition Raja Iqbal Singh criticized the AAP for a perceived lack of development work and for disrupting House proceedings. The BJP’s demand for a floor test aims to resolve the question of which party holds a legitimate majority. The situation underscores deep political divisions within the Delhi municipality.
