**Bengaluru, March 17, 2025** – The Citizens’ Action Forum (CAF) has urged Karnataka Governor Thawarchand Gehlot to reject the recently passed Greater Bengaluru Governance (GBG) Bill, citing constitutional violations and insufficient public consultation.
In a letter to the Governor, CAF president Vijayan Menon argued that the Bill undermines the 74th Constitutional Amendment Act of 1993, which established municipalities as units of self-governance. The Bill, according to Menon, replaces the Bruhat Bengaluru Mahanagara Palike (BBMP) with a Greater Bengaluru Authority, heavily weighted towards executive officials and state legislators, thus violating Article 243-R of the Constitution. This diminishes the role of locally elected officials, eroding the principle of three-tiered governance.
The CAF further criticized the inadequate public consultation process surrounding the Bill, claiming a lack of substantive investigation into the BBMP’s existing administrative issues. The group contends that the Bill assumes size to be the primary problem without addressing the root causes of governance failures.
