**Hyderabad, March 17, 2025** – The Telangana Legislative Assembly today passed the Telangana Scheduled Castes (Rationalisation of Reservations) Bill, 2025, implementing a sub-classification of Scheduled Caste (SC) reservations based on socio-economic factors. The move follows a Supreme Court directive allowing such sub-classifications.
The new system divides the SC community into three groups: Group I (15 communities), receiving 1% of the total 15% SC quota; Group II (18 communities), receiving 9%; and Group III (26 communities), receiving 5%. This allocation is based on a comprehensive report by a Commission of Inquiry headed by retired High Court judge Justice Shameem Akther, which considered various factors including population, literacy, employment, and political representation.
The Commission’s findings, which were finalized after reviewing public feedback and consultations with the National Commission for Scheduled Castes, aim to address inequalities within the SC community and ensure more equitable distribution of benefits. The government emphasized that the sub-classification does not alter the Constitution (Scheduled Castes) Order 1950 and remains compliant with the Supreme Court’s judgment.
