**Kannur, Kerala – March 17, 2025** – The Kerala State Human Rights Commission has ordered the Kerala State Electricity Board (KSEB) to repair the foundation of a home in Irrity, damaged by alleged leakage from the Barapole Hydropower Project canal. The Commission issued the directive following a complaint by Raphael, Mary Raphael, and K.R. Joseph, who claim their home’s foundation has been weakened.
KSEB acknowledges an abnormal water flow observed during a June 2023 test run of the project. While KSEB’s report suggests the house was built on unsuitable land prone to groundwater issues, the residents maintain the damage is directly attributable to the canal leakage. Since August 2023, the family has received rent and financial assistance for relocation.
The Commission, after hearing testimony from all parties involved, has instructed KSEB to undertake necessary repairs and restoration work. KSEB has pledged to continue its leakage control measures and closely monitor the situation until the problem is resolved. Should the leakage prove irreparable, the Commission suggests KSEB consider acquiring the family’s land.
