**New Delhi, India** – The 10th annual Raisina Dialogue, a flagship international conference hosted by India, will convene from March 17-19, with the US’s foreign policy under President Donald Trump dominating discussions. Inaugurated by Prime Minister Narendra Modi and featuring New Zealand Prime Minister Christopher Luxon as the keynote speaker, the Dialogue, themed “Kalachakra” (wheel of time), will see a large US delegation addressing the impact of Trump’s policies on global affairs.
These policies include the ongoing Ukraine war, strained relations with Russia and European allies, a new tariff regime, and shifting stances on China and Taiwan. A high-level US contingent, including Director of National Intelligence Tulsi Gabbard and other key Trump advisors, will defend the administration’s actions. A parallel intelligence chiefs’ conference hosted by National Security Advisor Ajit Doval will further emphasize the US presence.
The Dialogue comes after recent dramatic developments in the Russia-Ukraine conflict, including a Washington showdown between Trump and Ukrainian President Volodymyr Zelenskyy and subsequent ceasefire negotiations. This will be a key discussion point, particularly with eleven European Foreign Ministers, including Ukraine’s, attending. The notable absence of Russian Foreign Minister Sergey Lavrov contrasts with previous years and will further fuel debate.
Other significant participants include International Atomic Energy Agency chief Rafael Grossi, who will address the Ukraine war and Iran nuclear talks. The presence of representatives from Bhutan, Nepal, the Maldives, and Mauritius highlights India’s engagement with its neighbours. The absence of Bangladeshi and Pakistani delegates, however, reflects ongoing regional tensions. A speaker from China’s Fudan University suggests a thawing of bilateral ties. Furthermore, the attendance of Canada’s intelligence service director signals a potential improvement in relations with Canada.
While the Dialogue aims to foster global dialogue and cooperation, the limited representation from West Asia (GCC) and Southeast Asia (ASEAN) remains a concern. The event serves as a barometer of India’s international relations, with the participation and absence of key players conveying significant diplomatic signals.
