**Cairo, March 15, 2025** – Hamas has issued a conditional offer to release hostages, including the last remaining American-Israeli captive, Edan Alexander. The group demands Israel fully implement the existing Gaza ceasefire agreement, including halting the blockade of humanitarian aid and withdrawing from the Philadelphi corridor along the Gaza-Egypt border.

The announcement, made Saturday, outlines a timeline for negotiations: Talks on the ceasefire’s second phase must begin immediately upon the release of Alexander and the bodies of four other hostages, lasting no longer than 50 days. Hamas also indicated further prisoner exchanges would be demanded in the future.

Israel, where government offices were closed for the Sabbath, has not yet responded. Previously, Prime Minister Benjamin Netanyahu’s office dismissed Hamas’ offer as “manipulation and psychological warfare.”

The United States, which proposed a ceasefire extension earlier this week, described Hamas’ private demands as “entirely impractical,” contrasting with their public pronouncements of flexibility. Mediators Egypt and Qatar remain involved in the ongoing negotiations in Cairo.

This latest development follows a January ceasefire which saw the release of some Israeli hostages in exchange for Palestinian prisoners. However, subsequent negotiations over the release of the remaining hostages have stalled, with disagreements over implementation of the ceasefire and the extent of hostage releases. Israel’s continued blockade of Gaza has exacerbated tensions.

The conflict, which began with a Hamas attack on October 7, 2023, has resulted in a devastating humanitarian crisis in Gaza, leaving thousands dead and the majority of the population reliant on aid.
