**Chennai, March 15, 2025** – The Tamil Nadu state budget includes significant allocations for infrastructure improvements in Chennai, addressing major traffic congestion points and upgrading urban roads. A ₹310 crore flyover connecting Guindy to Velachery, spanning the heavily congested Guru Nanak College Junction (Phoenix Mall Junction) and Five Furlong Road Junction, is a key project. The two-lane flyover will alleviate traffic, currently estimated at 7,742 and 7,459 passenger car units per hour at peak times respectively. A public consultation is planned, and land acquisition is underway with tenders expected within three months.
In addition, ₹70 crore has been allocated for a 600-meter railway overbridge (ROB) between Korukkupet and Vyasarpadi, a joint project with the Ministry of Railways. This ROB aims to ease congestion caused by frequent level crossing closures. The project, costing ₹60 crore, will benefit over one lakh residents.
The budget also sets aside ₹486 crore for upgrading 570 km of urban roads across Chennai’s 15 zones, with additional funding from the Tamil Nadu Urban Road Infrastructure Fund and the Nagarpura Salai Membattu Thittam. A further ₹276 crore will be used to relay 295 km of roads.
A substantial ₹3,450 crore is earmarked for an Integrated Solid Waste Management Project in Kodungaiyur, incorporating a bio-CNG plant, composting and recycling facilities, and a power generation plant. The budget also includes ₹100 crore for new science centers and plans to raise ₹200 crore via municipal bonds to partly fund the integrated stormwater drain project in the Kosasthalaiyar Basin.
