In a letter to FBI Director Kash Patel, Biggs alleges that ActBlue may have violated federal campaign finance laws, citing hundreds of suspicious transactions flagged by banks and reported to the Treasury Department under the Biden administration.
The allegations include concerns about lax donor verification processes that could allow foreign influence through straw donations from countries such as China, Russia, and Venezuela. Nineteen state attorneys general are also reportedly investigating ActBlue for potential fraud, money laundering, and fraudulent credit card use.

House Republicans have repeatedly criticized ActBlue for its allegedly insufficient measures to prevent fraud and identity theft. One Republican congressman, Darrell Issa (R-CA), even alleged ActBlue facilitated transactions with terror-linked groups, prompting calls for an investigation into this aspect as well.
