Thu Mar 13 13:29:15 UTC 2025: ## SADC to Withdraw Troops from DRC Amid Peace Talks

**KINSHASA, DRC/PRETORIA, South Africa** – The Southern African Development Community (SADC) will begin a phased withdrawal of its troops from the Democratic Republic of Congo (DRC), the regional bloc announced Thursday. The decision follows a virtual summit where leaders discussed the ongoing conflict in eastern DRC, marked by escalating violence and the significant territorial gains of the M23 rebel group.

At least 17 SADC soldiers have been killed in the conflict since January, with the majority of casualties from South Africa. The SADC mission, SAMIDRC, deployed in December 2023, aimed to support the Congolese government in restoring peace and security. While the exact number of troops being withdrawn wasn’t specified, South Africa is believed to have contributed at least 1,000 soldiers to the mission.

The announcement coincides with the upcoming peace talks between the DRC and the M23 rebels, scheduled to begin March 18th in Luanda, Angola. This follows Angolan mediation efforts, resulting in the DRC agreeing to direct talks with M23, a significant shift in the Congolese government’s previous stance. While the DRC government remains wary, acknowledging Kigali’s responsibility, sources indicate the Angolan proposal is being seriously considered.

Rwanda, accused by the UN and the DRC of backing the M23 rebels, welcomed the SADC troop withdrawal, calling it a positive step towards peace. However, the withdrawal represents a potential blow to Congolese President Felix Tshisekedi, who has faced criticism over his handling of the M23 insurgency. The conflict has caused widespread displacement and resulted in the deaths of thousands of civilians. SADC Chairperson and Zimbabwean President Emmerson Mnangagwa emphasized the need for a swift resolution to the conflict and inclusive dialogue. The phased withdrawal of SAMIDRC forces marks a significant development in the ongoing crisis in eastern DRC.
