Vijayawada, Andhra Pradesh – March 11, 2025 – The Andhra Pradesh Legislative Assembly passed the Andhra Pradesh Lifts and Escalators Bill, 2025, on Tuesday. The new law aims to establish a comprehensive regulatory framework for the construction, installation, maintenance, and safe operation of lifts and escalators across the state.
Energy Minister Gottipati Ravi Kumar, who introduced the bill, cited the rapid increase in urbanization and multi-storied buildings as the impetus for the legislation. He highlighted the growing number of lift and escalator-related accidents and the lack of effective oversight in their operation. The bill addresses this by mandating registration and licensing for all lifts and escalators, requiring adherence to Bureau of Indian Standards (BIS) and Central Electricity Authority regulations.
Key provisions of the new law include:
* **Licensing:** All existing and new lifts and escalators must be licensed within twelve months of the Act’s commencement. Licenses are valid for five years and are subject to renewal. Licenses can be suspended or revoked for non-compliance.
* **Safety Features:** The bill mandates the installation of automatic and emergency rescue devices in high-rise buildings, adequate lighting, two-way communication systems, emergency bells, and clear passenger instructions. CCTV cameras are required in all public premises lifts. Public premises lifts must also be insured.
* **Accident Reporting:** Owners must report accidents to the Commissioner of Police and District Magistrate within 48 hours.
* **Modifications:** Any alterations to lift or escalator installations require prior written permission from an authorized officer.
Minister Kumar stated that the bill was drafted after studying similar legislation in other states and consulting with stakeholders. The law is intended to prioritize public safety by ensuring adherence to safety standards throughout the lifecycle of lift and escalator installations.
