**NEW DELHI, March 10, 2025** – Three major real money gaming (RMG) associations – the All India Gaming Federation (AIGF), the E-Gaming Federation (EGF), and the Federation of Indian Fantasy Sports (FIFS) – announced a new Code of Ethics on Monday. The code, which will be implemented within six to nine months depending on the company size, aims to address concerns surrounding responsible gaming practices and player protection.
The move comes as the Indian government’s regulations for the RMG sector remain largely undefined, leaving individual states to implement their own rules, some of which are highly restrictive. The industry is grappling with a 28% Goods and Services Tax (GST) imposed in 2023 and the lack of formal government recognition for a self-regulatory body (SRB), despite a requirement under the 2023 Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Amendment Rules.
The Code of Ethics includes provisions for preventing underage gambling, protecting vulnerable players, responsible advertising, and mandatory Know-Your-Customer (KYC) verification. It also mandates annual compliance audits, transparent terms and conditions, a self-exclusion feature for players, and effective grievance redressal mechanisms. Many of these provisions reflect existing industry practices.
Despite the self-regulatory efforts, the RMG industry faces ongoing challenges, including state-level bans in Andhra Pradesh and Telangana, and stringent regulations imposed by the Tamil Nadu Online Gaming Authority (TNOGA), which includes restrictions on playtime and mandatory Aadhaar verification (which the industry argues is unnecessarily stringent). The industry continues to advocate for clearer national-level regulations.
