**New Delhi, March 7, 2025** – The Supreme Court of India has temporarily stalled the redevelopment of Mumbai’s Dharavi slum, delaying the project until at least May 25th. The court’s decision follows a petition by Seclink Technologies Corporation, which had initially won the bid in 2018 with a ₹7,200 crore offer but lost out to Adani Properties Pvt Ltd in a 2022 retendering process.
Seclink challenged the Bombay High Court’s December 2024 ruling that upheld Adani’s ₹5,069 crore bid. While the Supreme Court refused to immediately halt the project, it did issue notices to both the Maharashtra government and Adani Properties, requesting responses. Significantly, Seclink offered to increase its bid to ₹8,640 crore, prompting the court to request a formal affidavit detailing the offer and its accompanying obligations. Adani Properties, which has already begun construction and employed approximately 2,000 workers, will have to respond to this new development.
The court’s decision to postpone a final verdict until May allows for a more thorough examination of Seclink’s revised offer and the circumstances surrounding the project’s retendering in 2022. The Maharashtra government cited the COVID-19 pandemic and the Russia-Ukraine war as contributing factors to the decision to cancel the initial tender and reissue a new one. The Supreme Court clarified that neither party would be granted any special preferential treatment during the review period. The Dharavi redevelopment project, encompassing 259 hectares, is one of India’s largest urban renewal undertakings.
