**London, March 3, 2025** – European leaders are formulating a peace plan for Ukraine to present to the United States, following a weekend summit overshadowed by US President Donald Trump’s increasingly pro-Russia stance. The plan, involving a potential one-month ceasefire on air, sea, and energy infrastructure, is being spearheaded by France and Britain, who have offered to contribute troops to help enforce any truce.
Ukrainian President Volodymyr Zelenskyy, who met with Trump earlier and faced criticism for not being “grateful enough” for US aid, stated he will work with European partners to define the terms for a potential peace deal. He emphasized the need for peace but highlighted the need to maintain Washington’s support, expressing a willingness to compromise.
This European initiative comes amidst growing concern over Trump’s perceived closeness to Russian President Vladimir Putin. Trump’s administration, including National Security Advisor Mike Waltz and House Speaker Mike Johnson, have suggested Zelensky should resign to facilitate a peace deal, a suggestion Zelensky has rejected. Trump’s Republican party has largely embraced his pro-Moscow narrative on the Ukraine war.
The European Union’s Ursula von der Leyen has warned of the urgent need to bolster Europe’s defense capabilities in response to the perceived unreliability of US support under Trump. Meanwhile, UK Prime Minister Keir Starmer stressed the vital importance of US backing for any successful peace agreement. French President Emmanuel Macron also suggested a significant increase in European defense spending as a result of this shift in US foreign policy.
The summit in London brought together 18 allies who pledged to increase security spending and to form a coalition supporting any peace agreement. However, the absence of a firm commitment from the US casts a shadow over the prospects of a lasting resolution to the three-year conflict. The proposed European peace plan, while ambitious, faces an uncertain future due to the shifting geopolitical landscape and the deeply divided stance of the United States.
