**Hyderabad, March 3, 2025** – The Telangana government announced a significant amendment allowing the registration of previously unregistered plots in unauthorized layouts. The move offers a path to legalization for many landowners.
The amendment permits registration if at least 10% of plots within a layout were sold via registered sale deeds before August 26, 2020. This applies regardless of prior participation in the Layout Regularisation Scheme (LRS) 2020.
A key incentive is a 25% discount on regularization and pro-rata open space charges for applicants who pay by March 31, 2025. The Hyderabad Metropolitan Development Authority (HMDA) promises to process completed LRS applications within 10 days. Rejected applications will receive a 90% refund, minus a 10% processing fee.
Plots within 200 meters of water bodies will be handled by the revenue and irrigation department. For other eligible plots, a provisional LRS fee notice will be automatically generated, enabling applicants to claim the discount. Alternatively, landowners can defer open space charges until building permission is sought, forfeiting the discount.
A new online portal allows citizens to track application status, approvals, fees, shortfalls, and rejection reasons. A dedicated HMDA call center (1800 599 8838) provides assistance. The government urges all eligible plot owners to make payments before the March 31 deadline to avail the discount.
