**KOCHI, March 4, 2025** – The Kerala State Legal Services Authority (KELSA) has filed a public interest litigation (PIL) with the Kerala High Court, demanding the establishment of state and district-level anti-ragging monitoring committees. This follows recent incidents, including the death of a Class 10 student in Kozhikode allegedly due to a fight involving a nunchaku, and ragging reports from a Kottayam nursing college. Five students have been arrested in each case.
KELSA argues that the state government has failed to implement previous High Court directives to create a structured monitoring system. The proposed committees would comprise government representatives, legal service institutions, and civil society members, including teachers and parents. Their responsibilities would include overseeing anti-ragging guidelines, ensuring compliance by educational institutions, and reviewing regular progress reports.
The PIL also proposes the creation of grievance redressal cells in all educational institutions, public awareness campaigns, and periodic audits of anti-ragging measures. KELSA, citing its extensive network, offers to provide support through legal assistance, training programs, and a confidential feedback mechanism including a 24/7 toll-free helpline. The court will hear the case on March 5th.
