Councilor Tseng pointed out the consistent modus operandi in these cases: individuals used a proxy with a confirmed HIV diagnosis to undergo blood tests, then used the positive result and a national health insurance card to request a reassessment and ultimately secure an exemption. She argued that the military service agency should implement a multi-layered verification system, including cross-referencing medication records for conditions like high blood pressure, and employing technology such as facial recognition to prevent proxy testing. The Wang case, she suggests, points to a potential organized operation, even a “draft exemption industry.”
The Taipei City Military Service Bureau admitted that the system, while updated in 2021 to include cross-referencing medical records and medication data, is still susceptible to fraud. They acknowledge the previous reliance on the national health insurance card for HIV-related exemptions, which, following a 2008 implementation, revealed cases where exempted individuals lacked subsequent medical records. The bureau stated that they actively investigate anomalies, such as a surge in similar exemption applications or significant discrepancies between initial and subsequent medical reports, referring suspicious cases to central authorities for investigation. However, Councilor Tseng’s findings underscore the need for further enhancements to prevent future fraud and ensure fairness in the military service system.
