**United Nations, February 26, 2025** – Latvia’s Foreign Minister, Baiba Braže, has warned that Russian President Vladimir Putin aims to achieve through peace negotiations what he has failed to accomplish militarily in Ukraine: weakening the United States and regaining control over its neighbor. Speaking to the Associated Press, Braže highlighted Russia’s limited territorial gains despite a three-year war, controlling less than 20% of Ukraine despite a significant population disparity.
Braže expressed concern that Putin, having failed to weaken the US and NATO, or oust Ukraine’s government, will use peace talks to achieve these objectives. She pointed to Russia’s actions in Syria, where support for the Assad regime yielded strategic Mediterranean military bases, as evidence of Putin’s broader aims.
While acknowledging the recent US-Russia talks in Saudi Arabia, Braže emphasized Europe’s active involvement through continuous communication with both Ukraine and the US. She highlighted her own recent trips to Washington D.C. for discussions with US lawmakers and officials. Simultaneously, France and the UK are also engaging with the US administration on the issue.
Braže stressed the need for a strengthened transatlantic alliance and increased European military capabilities, citing Latvia’s commitment to raising defense spending to 4% of its GDP next year. She also highlighted the importance of deterrence for the Baltic states, emphasizing early warning systems, rapid response capabilities, and unwavering political will.
While acknowledging preliminary discussions, Braže stated that a formal peace process is yet to begin. She emphasized that any future negotiations must be guided by Ukraine’s needs and prioritize a lasting peace, not just a temporary ceasefire that could allow for renewed conflict. She underscored that only a Ukrainian victory can guarantee lasting security and end Russia’s aggression.
