**KYIV, UKRAINE** – As the war in Ukraine enters its fourth year, hundreds of thousands of internally displaced persons (IDPs) are facing a devastating dilemma: remain in exile amidst dwindling resources and rising costs, or return to war-torn areas fraught with danger and lacking basic services.
According to the Norwegian Refugee Council, an estimated 1.6 million Ukrainians have returned to within 19 miles of the frontlines since February 2022, despite the ongoing violence. Many are driven back by desperation. Years of displacement have exhausted savings and support networks, leaving them with crippling debt and no viable alternative.
Those who remain in exile struggle with diminishing humanitarian aid, limited job prospects, and soaring living costs. The situation is further complicated by potential cuts to US funding, threatening a crucial lifeline for many.
The conditions in frontline areas are described as dire. Constant shelling and attacks hamper the delivery of essential services and humanitarian assistance, creating immense risks for residents, especially the elderly who constitute nearly half of civilian deaths in these areas in 2024. Access to food, water, and medicine is increasingly difficult.
