**Chennai, February 24, 2025** – The Fifth Tamil Nadu Police Commission has issued a report recommending significant changes to improve the welfare of police personnel in the state. Key recommendations include a substantial pay raise for constables, enhanced educational requirements, and a strengthened focus on mental health.
The commission, headed by former Madras High Court judge C.T. Selvam, advocates for a pay scale increase for Grade-II constables from ₹18,200-52,900 to ₹21,700-69,100, aligning them with their counterparts in the central government and other states. They also suggest raising the minimum educational qualification for constables from a 10th-standard pass to a +2 pass or equivalent, with a specific provision for candidates from Tamil medium backgrounds.
Highlighting the alarming rates of suicide among police constables and head constables, the commission emphasizes the urgent need to address the mental health crisis within the force. The report recommends the continuation of the Police Well-being Programme in collaboration with NIMHANS, Bengaluru, along with the implementation of a “Prevention Module” focusing on early detection, treatment, and monitoring of mental health issues, including substance abuse. Regular reviews of police mental health status are also suggested.
The commission’s report was submitted to Chief Minister M.K. Stalin and includes recommendations for improved human resources management policies that address workplace engagement, health promotion, and infrastructure needs.
