Parthasaradhi’s appeal argues that the single judge erred in not considering the alleged violation of the Supreme Court’s guidelines and G.O. 77 (2023) regarding horizontal reservations for women, differently-abled individuals, ex-servicemen, and sportspersons. He contends that the Group-2 notification incorrectly based the reservation roster on the number of vacancies instead of cadre strength, as mandated by the Supreme Court.
