Fri Feb 21 09:40:00 UTC 2025: ## Osaka City to Implement NEC’s Automated Application Form System to Ease Window Counter Congestion

**Osaka, Japan –** Osaka City will implement NEC’s Smart Administrative Counter Solution: Application Form Filling Support System starting March 12, 2025. This initiative aims to alleviate congestion and streamline administrative processes at all ward offices by reducing the burden on both citizens and staff.

The system, deployed across 111 terminals in all wards, allows citizens to use their My Number Card to automatically print their name, address, date of birth, and gender onto various application forms (over 60 types). This eliminates the need for manual entry, benefiting those unfamiliar with online applications, the elderly, and non-Japanese speakers through multilingual and voice guidance support.

This marks the first large-scale deployment of this kind in Japan, with Osaka City choosing to utilize the system for 65 different application forms. The city’s initiative aligns with its “New City Government Reform Plan,” specifically the goal of promoting digital transformation (DX) to address evolving societal needs and improve administrative efficiency.

The system addresses several key challenges: the time-consuming manual filling of forms by citizens, the verification and correction of errors by staff, and the resulting window counter congestion. By automating the basic information entry, the system reduces waiting times and improves overall efficiency. The kiosks are designed to be easily integrated into existing workflows, requiring minimal changes to staff procedures.
