Imphal, Manipur – February 20, 2025 – The ongoing conflict in Myanmar continues to destabilize India’s northeastern states, particularly Manipur, with a large influx of refugees straining resources and exacerbating existing ethnic tensions. According to the UNHCR, approximately 95,600 Myanmar refugees have entered India, with a significant portion arriving after the 2021 military coup.
While Mizoram has shown empathy towards refugees due to shared ethnic ties, Manipur faces a more complex situation. The refugee influx is fueling concerns about a disruption to the fragile ethnic balance, adding another layer of complexity to the ongoing Meitei-Kuki conflict. In response, the Indian government abolished the Free Movement Regime (FMR), a decades-old agreement allowing border communities to cross freely. A new permit system has been implemented, restricting movement to a 10km radius from the border.
This shift in policy has negatively impacted border trade, particularly in Moreh, Manipur, hindering its potential as a gateway to Southeast Asia. Projects like the India-Myanmar-Thailand trilateral highway have also been stalled. Unlike China, which has taken a more assertive approach to border management and engagement with Myanmar, India’s response has been constrained by its democratic framework.
Analyst Sanjay Pulipaka of the Politeia Research Foundation argues that India needs a more comprehensive strategy. This includes arresting unhealthy ties between Indian insurgent groups and cross-border armed factions, providing humanitarian aid to refugees, and improving healthcare and education infrastructure in border regions of Myanmar. Furthermore, he advocates for collaborative efforts with neighboring countries to push for a more federal and democratic system in Myanmar. The article concludes that without a more robust response, the instability in Myanmar will continue to threaten peace and economic development in India’s Northeast.
