**Hanoi, Vietnam –** Vietnam’s National Assembly overwhelmingly approved a plan Wednesday to construct an $8 billion high-speed railway connecting the northern port city of Haiphong to the Chinese border. The 390-kilometer line, set to run through key manufacturing hubs housing Samsung, Foxconn, and Pegatron, will significantly improve trade and connectivity between the two communist nations.
The project, backed by 95% of parliamentarians, will receive partial funding through Chinese loans. It forms part of Vietnam’s “Two Corridors, One Belt” initiative, aligning with China’s Belt and Road infrastructure program. China’s foreign ministry spokesperson confirmed ongoing collaboration to expedite the connection to the Chinese border city of Hekou.
The approval comes a year after a state visit by Chinese President Xi Jinping, during which both countries pledged to strengthen ties. The new rail line aims to address Vietnam’s current infrastructure limitations, particularly its congested road network and underdeveloped rail system. Experts believe it will alleviate bottlenecks in international supply chains, currently reliant on slower and more expensive trucking routes.
The project, expected to be completed by 2030 (though Vietnam has a history of infrastructure delays), will upgrade an existing French colonial-era track, increasing train speeds from 50 kph to 160 kph. It is one of two planned rail lines to China; another, connecting Hanoi to Lang Son province, is still pending parliamentary approval.
This development follows Vietnam’s recent approval of a separate $67 billion high-speed rail project connecting Hanoi to Ho Chi Minh City, indicating a significant commitment to upgrading the country’s infrastructure and attracting further foreign investment. The move reflects Vietnam’s strategic balancing act, maintaining strong economic ties with China while also addressing concerns about Beijing’s regional assertiveness.
