Sat Feb 15 02:11:30 UTC 2025: **Missouri Judge Clears Path for Resumption of Abortions**

Kansas City, MO – February 15, 2025 – Abortions are poised to resume in Missouri following a Friday ruling by Jackson County Circuit Judge Jerri Zhang. The judge blocked restrictive regulations that had hampered abortion providers even after voters approved a constitutional amendment enshrining abortion rights in November 2024.

The ruling centers on a licensing requirement deemed “facially discriminatory” by Judge Zhang, as it applied stricter standards to abortion facilities than to other comparable healthcare providers. Planned Parenthood, a plaintiff in the lawsuit, argued that these regulations, including hallway and room size requirements and mandatory pelvic exams, were medically unnecessary and created insurmountable barriers to providing care.

The November amendment, while not outright legalizing abortion, mandated judicial review of laws that effectively banned the procedure. Planned Parenthood and other advocates immediately challenged Missouri’s near-total abortion ban after the amendment passed. The state’s Attorney General, Andrew Bailey, is opposing the lawsuit.

Planned Parenthood Great Rivers President and CEO Margot Riphagen stated the organization is preparing to resume abortion services in the coming days. Abortion Action Missouri’s Executive Director Mallory Schwarz expects clinics to be operational as early as next week, predicting a significant increase in abortion access across the Midwest.

While the ruling is temporary, pending the final outcome of the lawsuit, it marks a significant victory for abortion rights in Missouri, one of five states where voters approved similar ballot measures in 2024. The Missouri amendment allows for legislative restrictions on abortions after fetal viability (generally considered after 21 weeks), with exceptions to protect the pregnant person’s health.
