**Puducherry, February 12, 2025** – The Puducherry Assembly on Wednesday received four Comptroller and Auditor General of India (CAG) reports detailing the Union Territory’s fiscal health and public health management for the year 2022-23. Presenting the reports, Principal Accountant General (Audit-11) R. Thiruppathi Venkatasamy announced a significant turnaround in the territory’s finances.
After years of deficit, Puducherry recorded a revenue surplus of ₹666 crore and a fiscal surplus of ₹349 crore in 2022-23, a stark contrast to the ₹889 crore revenue deficit and ₹1,052 crore fiscal deficit in 2021-22. The Gross State Domestic Product (GSDP) also showed robust growth, increasing from ₹34,171 crore in 2018-19 to ₹47,487 crore in 2022-23, representing an average annual growth rate of 8.42%. This includes a 7.34% growth over 2021-22. Revenue receipts grew from ₹6,400 crore to ₹9,635 crore (an 11.09% average annual growth rate) during the same period, while capital receipts increased from ₹1,008 crore to ₹1,271 crore.
However, the reports also highlighted significant losses incurred by several public sector undertakings. The Pondicherry Agro Services Industries Corporation Limited, Puducherry Agro Products, Food and Civil Supplies Corporation Limited, Puducherry Road Transport Corporation Limited, and Puducherry Tourism Development Corporation Limited collectively reported losses totaling ₹388 crore over the five-year period ending March 2022.
