**Bengaluru, February 7, 2025** – The Karnataka government has filed a police complaint following a series of Distributed Denial of Service (DDoS) attacks targeting the Kaveri 2.0 online property registration portal. The Inspector General of Registrations and Commissioner of Stamps (IGR & CS), K. A. Dayananda, reported the attacks to cyber crime police on Friday.

The Central Crime Branch (CCB) has registered a case under the Information Technology Act, 2000, against unidentified perpetrators. According to the FIR, the first attack occurred in December 2024, causing performance issues. Analysis revealed that malicious actors used automated tools and bots to create fake accounts and flood the database. The Centre for Smart Governance (CSG) identified 62 email accounts from 14 IP addresses involved in this attack.

A second, more intense attack followed in January 2025, generating eight times the normal volume of EC searches. At its peak, the system received 6.2 lakh requests from malicious users within two hours, employing random keywords to overload the system. The IGR & CS has provided the police with details of these accounts and keywords.

These attacks significantly impacted Kaveri 2.0’s functionality, leading to a sharp drop in property registrations on February 1st and 4th. Service was restored on February 5th. The complaint emphasizes the critical nature of Kaveri 2.0 and the serious cybersecurity threat posed by these targeted attacks, demanding urgent action.
