**Imphal, Manipur, Feb 3, 2025** – The ongoing civil war in Myanmar is causing increasing concern in Manipur, India, as an influx of refugees and reports of a Manipuri youth’s death fuel tensions. Over 260 Myanmar refugees have sought shelter in Manipur along the Moreh border since January 27th, following intensified fighting, according to defence sources. While around 100 others sought refuge earlier and subsequently returned, these latest arrivals remain. A separate report indicates over 5,000 refugees are in Manipur’s Naga district.

The situation is further complicated by reports of the death of a Manipuri youth, Henthoiba, a member of the banned Meitei insurgent group, PLA. While officials suggest these reports may be exaggerated propaganda, the Revolutionary People’s Front (RPF), PLA’s parent organization, claims Henthoiba was killed in an encounter with “proxy enemies” in an attack allegedly planned by the Indian Army.

The incident highlights the complex dynamics between the Myanmar conflict and Manipur’s internal strife. Valley-based insurgent groups (VBIGs), including the PLA, operate from Myanmar and frequently clash with Myanmar resistance groups. Recent intense fighting between the People’s Defence Force (PDF) and the Myanmar junta near the border further underscores the precarious situation.

Adding to the concerns, a public funeral was held in Imphal for Henthoiba, despite the PLA being a banned organization. Authorities acknowledged the event, stating it was held in absentia and an inquiry has been launched, though no action has yet been taken. A Myanmar rights group has urged India not to deport the refugees. The Union Home Ministry extended the ban on eight insurgent groups, including the RPF/PLA, for another five years in 2024. Security agencies are closely monitoring the situation and verifying reports of casualties.
