**Hyderabad, January 31, 2025** – Telangana has achieved the highest State Own Tax Revenue (SOTR) in India, accounting for 88% of its total tax revenue, according to the Economic Survey 2024-25 tabled in Parliament today. This surpasses Karnataka and Haryana, which both recorded 86%.
The SOTR includes revenue from VAT, stamp duties, land tax, and other sources. The survey highlights that states with higher ratios of own revenue to total revenue tend to have lower revenue deficits. While Telangana registered a revenue surplus of ₹1,510.89 crore at the end of 2023-24 (lower than the budgeted ₹4,881 crore), it avoided a deficit. However, the state’s revenue deficit in the third quarter of 2024-25 stands at ₹19,892 crore, against a projected surplus.
Telangana also received praise for achieving 100% coverage under the Jal Jeevan Mission, providing safe drinking water to rural households. The state, along with Maharashtra, utilizes ISRO’s geospatial platforms for infrastructure management. Telangana’s electrical infrastructure is managed via Bhuvan’s Web-GIS services.
The survey ranks Telangana among top performers in the service sector, alongside Karnataka and Kerala, but notes that its industrial per capita GSVA is average, reflecting its reliance on service-driven urban economies. The state also boasts high irrigation coverage (86%), second only to Punjab and Haryana.
