CHENNAI, January 30, 2025 – The Madras High Court summoned Tamil Nadu Home Secretary Dheeraj Kumar on Friday to address widespread delays and failures by police to register First Information Reports (FIRs) and complete investigations in a timely manner. The court’s action follows a petition filed by P. Sundar, a building materials dealer, who alleges that despite an attack on his property in 2015, the Virugambakkam police failed to complete the investigation and file a final report, even after nine years.

Justice P. Velmurugan expressed concern over the systemic issue, noting the court is inundated with petitions demanding police action. He highlighted the disparity in access to justice, stating that only those with financial means can afford to pursue such legal action, leaving the poor vulnerable. The judge criticized the police for failing to comply even with court orders to complete investigations, deeming the inaction arbitrary and detrimental to public interest. The Home Secretary is required to appear before the court on January 31st to explain the situation.
