**Moscow, Russia** – Following a high-level Russian delegation’s visit to Syria, reports emerged Wednesday suggesting that the Syrian government, under its new de facto leader Ahmed al-Sharaa, is demanding significant concessions from Moscow in exchange for allowing Russia to maintain its crucial military bases in the country.
The delegation, led by Deputy Foreign Minister Mikhail Bogdanov, held “frank” discussions with al-Sharaa, aiming to secure the continued use of the Tartous naval base and Khmeimim airbase. These bases are strategically vital for Russia’s international influence, providing launchpads for operations in the Middle East and Africa.
Unconfirmed reports indicate al-Sharaa demanded the return of ousted Syrian President Bashar al-Assad, a key Russian ally, to Syria, along with substantial reparations for past actions. While the Syrian administration officially called for “concrete measures such as compensation, reconstruction and recovery” to rebuild trust, a Syrian source cited by Reuters indicated a lack of Russian willingness to acknowledge past mistakes.
The Kremlin remained tight-lipped regarding the specifics of the demands. Spokesman Dmitry Peskov offered no comment on the reported demands, while the Russian Foreign Ministry, while confirming a wide-ranging discussion, avoided addressing the reported demands directly, reiterating only its support for Syria’s sovereignty. The ministry stated that further discussions are planned to achieve “relevant agreements.”
Al-Assad fled to Moscow in December after a swift rebel offensive led by al-Sharaa ended the al-Assad family’s five-decade rule. His overthrow dealt a blow to Russia’s regional strategy. The outcome of the negotiations will significantly impact Russia’s military presence in the Middle East and its broader geopolitical ambitions. The continued discussions suggest a significant impasse remains between the two nations.
