Further fueling employee discontent is the uncertainty surrounding the minimum service years required for VRS. While currently 20 years, the UPS notification’s implications on this requirement remain unclear.

Employee unions remain unsatisfied, reiterating their demand for the restoration of the Old Pension Scheme (OPS) instead of the new dual-system approach. They argue that the UPS adds unnecessary complexity and is difficult for the average employee to understand. The PFRDA is expected to release further guidelines before the UPS implementation.

The UPS announcement follows a year of pressure from employee groups and the formation of a high-level committee to review the pension system. The scheme was approved by the Union Cabinet in August 2024, impacting approximately 2.3 million central government employees.
