**Hyderabad, India** – The Telangana government’s newly launched Indiramma Atmiya Bharosa scheme, aimed at providing financial assistance to landless agricultural laborers, is facing a legal challenge. A public interest litigation (PIL) was filed in the Telangana High Court just a day after the scheme’s launch on January 26th.

The petitioner, Gavinolla Srinivas from Narayanpet, argues that the scheme’s current implementation unfairly excludes landless agricultural laborers residing in urban areas and municipalities. He claims that approximately 8 lakh laborers in 129 municipalities are being denied benefits, violating Supreme Court rulings. The petitioner highlighted that the scheme’s restriction to only rural areas is discriminatory.

The High Court, after hearing the petition, directed the state government to take a decision on the scheme’s implementation within four weeks. The court ordered the Chief Secretary of Telangana to comply with this directive.

The Indiramma Atmiya Bharosa scheme offers financial aid based on several criteria: beneficiaries must be landless according to the Dharani portal, possess a job card and bank account linked to Aadhaar, have worked at least 20 days under the MGNREGA scheme in 2023-24, and have no objections from the Gram Panchayat. Government estimates suggest that approximately 10 lakh laborers meet these criteria, requiring an annual budget of ₹1200 crore for the scheme. The government plans to assist approximately 29 lakh landless agricultural labourers in the state. The High Court’s decision will significantly impact the scheme’s reach and effectiveness.
