**Dibrugarh, Assam –** Assam Chief Minister Himanta Biswa Sarma announced on Republic Day that Dibrugarh will be developed as the state’s second capital within the next three years. This announcement, made during the first-ever state-level Republic Day celebrations in Dibrugarh, signifies a major development for the Upper Assam city.

Sarma stated that a permanent Assam Assembly building will be constructed in Dibrugarh, with construction beginning January 25, 2026. Starting in 2027, one session of the Assam Legislative Assembly will be held annually in Dibrugarh. The Chief Minister also revealed plans to develop Tezpur as the state’s cultural capital, complete with a new Raj Bhavan (Governor’s residence), and to establish a secretariat and chief secretary’s office in Silchar to better connect the Barak Valley with Guwahati.

This initiative is part of a larger plan to upgrade Dibrugarh, Tezpur, and Silchar into major urban centers. The Chief Minister highlighted the significance of this development, emphasizing Dibrugarh’s role as a crucial city in the future of Assam.
