**Dehradun, Uttarakhand –** Uttarakhand has become the first state in India to implement a Uniform Civil Code (UCC), effective January 27th, 2024. Chief Minister Pushkar Singh Dhami will launch a dedicated UCC portal on the same day, coinciding with Prime Minister Narendra Modi’s visit to Dehradun.

The new law, the Uttarakhand Uniform Civil Code Act, 2024, aims to standardize personal laws related to marriage, divorce, succession, and inheritance. It streamlines the process of creating and canceling wills and codicils, and provides clear legal provisions for marital conditions, aiming to protect individual rights and foster social harmony.

The UCC applies to all residents of Uttarakhand except Scheduled Tribes and those protected under Part XXI of the Constitution. Key provisions include:

* **Marriage:** Specifies eligibility criteria (age, mental capacity, absence of a living spouse, no prohibited relationships), allows for registration within 60 days of the ceremony (with varying timelines for marriages performed before the Act’s implementation). Registration can be done online or offline.
* **Registration Process:** Establishes a clear process for marriage registration, including timelines for processing applications and an appeals process for rejected applications. Penalties are outlined for providing false information. Non-registration does not invalidate a marriage.
* **Enforcement:** The state will appoint a registrar general, and registration and sub-registrars to maintain and monitor records.

The Uttarakhand government has touted the UCC as a system promoting public welfare and social harmony. While the government claims this is a landmark achievement, the implementation and its long-term impact remain to be seen.
