**New Delhi, January 21, 2025** – The Indian government has released draft guidelines aimed at bolstering consumer protection within the rapidly expanding e-commerce sector. Developed by the Bureau of Indian Standards (BIS) under the Food and Consumer Affairs Ministry, the “E-commerce-Principles and Guidelines for Self Governance” document proposes a three-phase self-regulatory framework for e-commerce platforms. The guidelines address pre-transaction, contract formation, and post-transaction stages. Pre-transaction measures include mandatory KYC checks for business partners, detailed product listings with seller information, and clear labeling of imported goods. During contract formation, platforms must record consumer consent, ensure transparent return/refund policies, and offer diverse payment options with full disclosure of charges. Post-transaction, the guidelines mandate timely delivery notifications, clear refund timelines, and mechanisms to address counterfeit products.

Key provisions also prohibit the sale of banned goods, require seller background checks, mandate neutral platform operations, and enforce compliance with data protection regulations. Platforms are expected to actively monitor seller activities, ensure accurate product descriptions, and adhere to IS 19000:2022 standards for online consumer reviews.

The government emphasizes the need for self-regulation to address the rising challenges to consumer trust and protection in the burgeoning digital marketplace. The draft guidelines represent a significant step towards establishing a more secure and transparent e-commerce environment in India.
