**Patna, January 20, 2025** – Lok Sabha Speaker Om Birla expressed deep concern over the declining number of sittings in legislative bodies across India, highlighting the issue at the inaugural function of the 85th All India Presiding Officers Conference (AIPOC) in Patna. His remarks follow reports that the Delhi Assembly held only 74 sittings during its entire five-year term.

Birla urged presiding officers to actively address this concerning trend. He also criticized the frequent disruptions in Parliament and State Assemblies, calling on political parties to establish guidelines for maintaining the dignity of the House. The Speaker advocated for increased power and influence for Parliamentary Standing Committees, emphasizing their crucial role in holding elected governments accountable. He described these committees as “mini-Parliaments” in need of strengthened functionality.

The AIPOC, attended by prominent figures including Rajya Sabha Deputy Chairman Harivansh and Bihar Chief Minister Nitish Kumar (who notably missed the conference), serves as a platform to discuss and address critical issues facing Indian legislatures.

A recent study by PRS Legislative Research revealed that the Delhi Assembly’s low number of sittings translates to an average of just 15 days per year, with sessions lasting only three hours on average. The Assembly passed a mere 14 bills during its term, the lowest number in its history.

The conference, themed “75th Anniversary of Constitution: Contribution of Parliament and State Legislative Bodies in Strengthening Constitutional Values,” underscored the need for greater legislative efficiency and accountability in India.
