Tue Jan 14 02:51:06 UTC 2025: ## US Sanctions on Russian Oil Shake Global Markets, Spur Asian Refiners to Seek Alternatives
**SINGAPORE/NEW DELHI/MOSCOW, January 14, 2025** – The United States imposed sweeping new sanctions on Russian oil producers and tankers on January 10th, targeting approximately 1.5 million barrels of crude oil per day – roughly 1.4% of global demand. This action, aimed at curbing Russian oil revenues and providing leverage in the Ukraine conflict, has sent shockwaves through global energy markets, prompting Chinese and Indian refiners to scramble for alternative fuel sources.
The sanctions target major Russian oil producers like Gazprom Neft and Surgutneftegaz, along with a significant portion of Russia’s “shadow fleet” – tankers used to circumvent previous sanctions. This has led to a spike in oil prices, with Brent crude exceeding $81 a barrel, its highest level since August.
China has immediately reacted, with at least 65 oil tankers, including some near Chinese ports, halting operations following the sanctions announcement. Shandong Port Group preemptively banned sanctioned tankers, while refiners like Yulong Petrochemical have shifted purchases to sources like Abu Dhabi, Angola, Brazil, and West Africa. Unipec also booked additional crude carriers from the Middle East.
India, a major importer of Russian oil, anticipates a temporary disruption but expects a smooth transition. The government will allow the discharge of cargoes booked before January 10th, and anticipates that Russia might offer deeper discounts to stay within the G7’s $60-a-barrel price cap. Indian refiners are also actively seeking alternative supplies in the spot market.
The Kremlin denounced the sanctions as market-destabilizing and vowed to counteract them. Analysts predict a short-term reduction in Russian oil exports, but believe Russia will adapt by utilizing its remaining unsanctioned shadow fleet (estimated at nearly 600 tankers). Concerns remain regarding the insurance and environmental liability of these vessels. The true long-term impact of these sanctions remains uncertain.
